They could have effects definitely,but not in a way that astrology says.Everything that causes some kind of force would have some effect on you.Sometimes,just physical,which wont be noticable by you,or physhological,which would also be so tiny,that you also wouldnt notice.
If some large object passed close to Earth,it would only have gravitational effects.There is no any logic that it would cause very strong change in a psychology of a human.
I dont know what would need to happen that someone literally lose their mind.Maybe sudden change in magnetic polar shift,or some magnetar star which would be enough close to Earth that could cause a change in a human behaviour.

Longer answer: if such an effect does exist, it happens to everyone, and can't be tested: everything is subject to gravity, and everything that have mass is a source of gravitation

There is <<so little>> effect that I don't see how it would be possible 1) for there to be any effect, and 2) to be able to measure an effect in people. Humans are so variable day to day and week to week, for dozens of individual reasons. There is no need to try to use astronomical events to explain our behavior.
