Dial Up is etched in stone where I live I am able to "Surf" using Opera which moves fast compared to other browsers...

Windows XP is a security threat however, and you may consider switching to Lubuntu or Mint Linux

It will make absolutely no difference, sir. You can't go any faster than the download bandwidth that's available to you.
