smallest commercially available HF ham radio?
no assembly required, can be used right out of the box. must be HF(high frequency), not VHF or UHF. preferably 14 mhz or less and it's frequency can be adjusted within it's rated band(20m, 30m, 40m, ect).

Ok well you're right about putting short finned fish with the female betta and that should be fine, so ignore the other answer. The only thing I can think of are neon tetras like you said, but they can withstand you pH and I'm not sure about ppm, but they can live in 2-10 ° dGH hardness. Also are pearl and zebra danios, but I don't know how big those get, although they should be small
