Can you report questions that aren't really questions?
I see lots of questions in a similar format to this one:
I don't know how to use a flash drive (https://answers.yahoo.com/question/index?qid=20141...
To me, this isn't a question because, grammatically, it's simply not a question. It's a statement. And since the asker didn't include any additional details, you still don't know what he's "asking."
Does this question violate the community guidelines and should be reported?

Well, To answer you question......Yes.......you can it is in direct violation of the community guidelines. But it has been flagged and removed already
