Maximum allowable capacity of storage can slow down phone's performance?

Hell,

I mean, if my phone has storage expansion up to 32GB & if I plugs in memory card of 32Gb in it, then will there be any chance of my phone's performance going down?

I know utilising full capacity may degrade the performance but I am not going to fill the whole card with stuff but it might get used like 70 - 80% of overall for sure.

Any advise please?

    No, it doesn't work that way. To skip the complicated crap, you can can fill up the memory card completely and it won't impact on your performance.
