Can you transfer your pokedex from x/y to ORAS?
I wanna complete my pokedex for x before moving to ORAS, but I wanna know
1) can I transfer my pokedex data to ORAS or will I have to start over?
2) Is it worth it?

You can, but can't. If you still have all the Pokemon on X you can transfer them via Pokebank to ORAS. This would allow you to "Complete the Pokedex".
If you do not have bank, I do recommend getting it. It's $4.95 a year and you can transfer and hold up to 3000 pokemon on it. If you complete your Pokedex I would highly suggest using it.
