What does rort(s) mean?

From the context it seems like cheating or ripoff.

    rort - A fraudulent or dishonest act or practice (a tax rort). Also used as a verb (to rort the system).

    An example being any politician claiming public money for travel and accommodation expenses and other

    allowances to attend a wedding or some other purely social function.
