Under the Constitution could the President issue an Executive Order specifically to keep Congress in session?

The President CAN call Congress to meet in session, in extraordinary situations. After the Japanese attack at Pearl Harbor, President Roosevelt requested, and was granted permission to address Congress, with the expectation that Congress would declare war upon the Japanese Empire. But, even in these extraordinary circumstances, the President ASKED Congress for permission to speak before that body.

The Constitution does not tell any branch how to organize. The rules are written by them.
Since there are separate branches no branch can write the rules for another branch.
Since the VP is the head of Congress and can break ties in a vote, he has some tiny influence, but that does not make the White House the boss of the Senate.
I find it strange that So Many Americans think the President has Powers not granted to any one individual.
The intent of the Constitution is to prevent Excessive Power so Tyranny and Corruption can be prevented.

No. He can request a special session and that request has to go through the Speaker's office. Really, only Boehner can say yes or no. Pearl Harbor and 9/11 are examples. Best luck.

Article II, Section 3
He [the president] shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient; he may, on extraordinary Occasions, convene both Houses, or either of them, and in Case of Disagreement between them, with Respect to the Time of Adjournment, he may adjourn them to such Time as he shall think proper; he shall receive Ambassadors and other public Ministers; he shall take Care that the Laws be faithfully executed, and shall Commission all the Officers of the United States.
So yes, in 'extraordinary circumstances' the president CAN force Congress to convene. He can also adjourn them.

The president can't tell congress what to do. They are co-equal branches of the government.
