Where do you go to when the judge and cops of you area has let you down for Justice?

We have a ppo on a certain person that still throw poison food and candy in our yard.It has been almost a year.Once we had a letter put in the box not sent by this person.We have cameras all around the house.He blocked out the camera at 6 am.My husband took this letter to the courthouse.and the judge denied it by saying it did not pertain to the ppo.The cops asked this person whether he did it.Natually he denied it and they believed it.
