First, if nothing happened when you plugged the camera into the USB drive, did you double click on My Computer and see if the camera is listed among the various drives? If it's not there, did you turn the camera on? Some cameras may need to be in specific modes to download images, such as being the PLAY mode.
If you must use the camera with Windows 8.1, you first must install all of the drivers and software BEFORE you plug the camera into the USB port of your computer. If you did this, then you should be fine. If not, the you may need to uninstall everything and shut down the computer. Restart it, and install all of the necessary software/drivers. Then plug the camera into the USB port. Turn the camera on otherwise the computer won't recognize it. Read your instruction manual on how to transfer data from the camera to your computer. You may have to be in play mode, or press some buttons in order to transfer data. Or, you just might need to double click My Computer, and find the icon for your camera.
Personally, I prefer to avoid these Windows problems and just use a USB3.0 card reader instead.

The simplest way is just to take the card out of the camera and plug it in the computer's card reader! (or buy a cheap USB card reader). Then look for the DCIM file where the pictures are. If you configure it as a 'mass storage device' then import is even easier.
If you really must use the cable then make sure you have the latest driver in the PC for that camera.

You don't need an app.
Just use a card reader. Plug it in, put the memory card in it, and go into the folder where the images are located in the removable drive, and copy and paste them onto your computer.
Once you have finished transferring everything. Put the memory card back in the camera, and format it in the camera to wipe it, ready for the next photo session.

There is a program called photo that is already installed on win 8.1, when I put my card in the reader it auto downloads to that program. I don't think it did the first time I used it and I'm not sure how I made it work. On your apps page (not start page) it should be there. Turquoise sun/mountain that says photo.

Windows Explorer is the program on your PC that is used to transfer, copy, delete, and move files. When you open Windows Explorer, you'll see your camera as Drive D: or Drive E; or some such letter. Open it and there will be your camera's files. You can then copy them to any other location or folder on your PC.

You must have read about the card reader already. Now go out and buy one. App? Use Windows Explorer.

Try one of the free picture apps from the store. Or when u plug it in go to it in ur menu and copy it over from their.

Take the SDCard out of your camera then put it in your pc.
