I've heard it in other commercials and I've heard it cartoons. Often it's played when a character is waking up in the morning in cartoons. Can anyone tell me the name of this music?

It's a fragment taken from the overture 'William Tell' by Rossini, the same overture as the theme music to 'The Lone Ranger', an old TV western series.
