Could these non-NFL cities do a good job hosting the Super Bowl?

I know about the NFL Rule that only NFL cities can host a Super Bowl, but this is a fantasy hypothetical scenario:

Memphis

Orlando

Las Vegas

LA

San Antonio

    An NFL rule that only NFL cities can host a Super Bowl?When did that come in?Last time I checked Pasadena never had a team but hosted several Super Bowls!!I don't know if the cities u listed have the stadium and hotel requirements for a Super Bowl but I don't ever think Vegas will see one.Just because of the gambeling element there.Though I think they could do a good job.I doubt they have a stadium that hold over 70000 though.

    Except for LA, the rest just do not have an NFL stadium for the game. That is fancy super boxes.

    LA has hosted Superbowls, so I'm sure they could do it.

    Where is the Superbowl in Las Vegas going to be held? Where UNLV plays football? They'd need a NFL caliber stadium... or in your magical scenario is a stadium going to appear?
