It's a stylized private eye from the 1940's or so. - Trench coat, derby, dark glasses. If you've seen the movie "The Maltese Falcon", you've seen them.

Its a spy/private detective's head, in a trilby, wearing dark glasses in a trench coat. Meaning they are incognito and hiding their identity.
