How can I access terms of service and Community Guidelines?

Users frequently cite Community Guidelines explaining their viewpoints, but the longest Guideline is only 6 words long. Where is this long explanation coming from. AND where is Terms of service listed.

    The longer explanations of the guidelines are found by clicking the "Read more" links after the summaries on the main page at the previous link.

    For example, after the paragraph about chattting ...

    "Chatting or otherwise violating the question-and-answer format.

    Edit re your comment: I think this a platform issue. I usually access Y!A from a desktop PC. I just tried with my phone, and in mobile mode, I get the same problem: the Community Guidelines page has no "Read more" links. If you're connecting from a phone, try switching to Desktop mode.

    There are links on the page.

    Guidelines in left column under about.

    Terms at bottom of right column.
