If you are using a single computer, there isn't an easy way for multiple users to use the same Excel workbook. This is because only one user can open the workbook for editing; other users can only read the workbook, or have to save changes to a copy of the workbook. If your network has a server, the workbook can be shared.
You may want to consider using an Access database instead, which may allow multiple users in this manner, and also allows entry using forms instead of directly editing tables.
Isolating computers or user accounts from the Internet is a different problem altogether. If you whitelist Live.com (which contains Excel Online), you can make an online workbook that can have multiple editors.
