Given how many are actively protected by local, state and federal institutions, one could argue tax in all shapes and forms pays for the maintenance of those rights. Try life, liberty and the pursuit of happiness without a Police force. You'll just end up dead in the anarchy.

Every tax there is in a way is a fee to protect one's constitutional rights. Right to vote? Your taxes pay for polling places to be open, etc. Free speech? Tax dollars pay the SCOTUS to uphold that right. Etc, etc, etc

We have to pay for the employees, equipment, and other administrative expenses. All of that costs real money, and it gets paid for up front via fees or on the back end via taxes. That simple economic truth is the same regardless of what country you live in.

depends on what country u live in as laws/regulations vary greatly.
fees in USA have zero to do with 'constitutional "rights" '
