What do you guys think of my NASCAR rule change ideas?

First Idea: The splitter on the Cup and Xfinity car is removed, as the downforce is dropped

2nd rule: More rule leniency on driver incidents on track

3rd: Racing Back to the line is allowed at NASCAR's discretion

4: The Chase format is changed

Here's the new format:

Essentially it's a revised version of the 2004 format:

The Top 10 in points qualify,

Every time a Chaser wins, they get a 25 point bonus, in addition to the points gained for winning. After every 3 rounds, the two chasers with the lowest average finish are eliminated.

5. A salary cap is in place to level the playing field

6. Most tracks that host two cup dates will lose their 2nd date: (except Dega, Charlotte, Daytona, and the short tracks)

6. New races are added to the schedule, (Road America, Montreal, Gateway, and Iowa)

    1. The current rules package has less downforce than last years

    2. They have let up in recent years

    3. Only could happen for race to the checkered flag. For safety reasons racing back to a caution should never be brought back

    4. My idea was to use a (re: 2014 Chase) 16-1 point system for those in the Chase (bonus awarded as normal), no eliminations (unless mathematically). I worked it out for the 2013 Chase (which would have been a 13-1 cause of what happened at RIR that year) & by Homestead there would have been 5 drivers alive for the Championship instead of the 3 that actually happened. The average thing doesn't sound too bad though since they effectively use that in the All-Star Race.

    5. Salary caps are hard to work out but NASCAR has even to this year done measures to reduce costs.

    6. I wouldn't mind seeing at least 2 more road courses to the circuit.

    1 - It was tried in testing, needs more work

    2 - Rule is good as is

    3 - Nascar already has this

    4 - Essentially the original format just with win bonuses. Really, eliminations are unnecessary because math.

    5 - Salary cap is a very complex thing. Most drivers are paid outside of race winnings (promos, endorsements, merchandise and so on)

    6 - Many markets are huge and deserve a second date (Kansas is a perfect example). Dega is the worst track on the circuit right now, get rid of it completely. Basically, need SMI and ISC to collapse to have them give up their dates.

    7? - More roadcourses and Iowa is on everyone's wishlist. Gotta fix the finances and sanction fees to get those tracks.
