Why can't I make cuts in one of my Microsoft Word files?

In one of my Microsoft Word files, I can't make cuts.

Rather, the material which I want to cut appears in a different color with a line through it.

Same way with material which I want to replace.

The new material appears, but it appears after the replaced material, which likewise appears in a different color with a line through it.

What causes this, and how can I change it?

Update:

Right click on what? The file itself, or the file name in the directory?When I right click on the file name in the directory, I don't see anything about file permissions. When I right click on the file itself, all I get is Paste, Accept Change, Reject Change, Track Changes, and Hyperlink.

    I agree with Garry W. Either that or you have the document on a SHARE and you are not listed as the administrator / Owner of the file.

    UPDATE: Ay you cannot get to the file rights with your right click. It proves my point that you have a restricted access file and can only read it. You need an account with administrator rights to have read/write privileges.

    The document is protected so that it can only have proofing marks made to it. Right click on the file and change the file permissions to Read/Write
