Forms: "white not hispanic" but no "black not hispanic"?

Whenever I fill out a form I am asked if I am white and also if I consider myself Hispanic or not. But there is no choice for Blacks about whether one considers himself Hispanic.

What's up with that?

Many Hispanics are near the equator so therefore are dark complected.

I don't understand.

Update:

Dear Anonymous

I am not obsessed about race, I don't care about that.

It's the government forms and employment applications which get my blood up.

Who the heck cares about race except bureaucrats?

Update 2:

"Whenever we take away the liberties of those whom we hate we are opening the way to loss of liberty for those we love."

Look at this woman, her name is Rigoberta Menchu Tum and in the U.S.A. she would be branded "Hispanic" even though she's a full blood American Indian!
