The judges need the best view of everyone in the arena. The guy sitting behind him isn't deciding the fight. This is a business where a wrong decision can ruin someone's career so it's of the utmost importance that the judges are correctly positioned.
Because of the greed of the promoters they cram in as many paid seats into the arena as possible, if that means the person in the chair can't see properly then so be it, as long as they've paid then that's fine. Ideally, you'd have nobody seated directly behind the judges or indeed anywhere where their view might be obstructed.
I actually think an extra judge should be in a private room watching on muted TV and if there is no interruption in the feed then his scorecard should replace the 3rd ringside judges' card.

How would you handle this ? You pay good money for a ringside seat and once there a boxing ref is sitting in a high stool right in front of you judging the fight. I watched again last night, as some poor soul tried to watch the fight by bouncing side to side behind some jerk of a judge allowed to sit way above the second rope to view the fight. Demand your money back, tell the jerk to sit down, call security or just sit it out and steam ?

It's a shame. Boxing is so full of corrupt judges. If you give a obviously bad call ie Roy Jones Jr in the Olympics you should lose your judgeship

I have always thought that sitting too close actually hurt your view of the fight. If possible the judges should be seated higher, and back a little, but with the paying fans that is not possible.
