Need advice on what to do?

My brother hasn't had the best of luck. He lives with me and as of recent he wants to move to homeless shelter in another city. I told him it is not a good idea, because he doesn't know anyone and shelters are not a good place to be. I told him he could always come back and things and keep trying to talk him out of it. He asked me today if I could give him some money, so that he can get on his feet when he gets there. I told him no, because I don't want him to go to shelter and said if he was moving into an actual place it would be more easier for me to help him out, because I wouldn't have to worry about him being in shelter. Was I wrong for saying that? I am trying my best to keep him here. What would you do in this situation?situation?
