British and American Film stock/techniques?

I've recently been watching the Saint (on H&I and MeTV) and have stumbled across 'As Time Goes By' on PBS and I've noticed that the shows 'look/feel Different' compared to US Shows of the respective eras... Is this the result of different Techniques, Technology or what?

Update:

Not a judgment on Quality simply noticed a distinction, and was curious as to why,

as I actually quite enjoy The Saint (in fact it has made me retroactively think less of the Film allegedly based on it)

    I reallly think it was just because of the era, technology was diffent, cameras and lighting was different.. sets and styles were different.. I dont think it has to do with British and the US... As Time Goes By came out in the early 90's, and The Saint began in 1962.... look at more current TV shows from Britian, like Downton Abby, or Doc Martin... nothing odd about them, as normal as US shows .. and then look at really early shows from the US , like The Twilight Zone, they had very different camera angles and look about them...
