Do bottles of liquor not require the ingredients to be listed on the bottle? I have a bottle of BACARDI and can not find the ingredients.?

The reason depends on what country you're in. In some cases, it's because there is a standard list of things that go into alcoholic beverages. Fairly short list, too, since there are only so many ways to make alcohol. As long as the government knows what's on the list, there is no requirement to have a list on every bottle. If you're in the US, it's because alcohol is not regulated by the FDA and the agency which does regulate it, the Alcohol and Tobacco Tax and Trade Bureau, has no labelling requirement.
