Are 'all' women beautiful?
Or is it that just some are more beautiful than others.

Depends on how a guy or woman defines beauty. It's a perception and each guy or even girl, will be different in how they see the world and other women.
Like in some guys, they see fat women as beautiful. Other guys see slim women as beautiful. Some see curvy women as beautiful.
It all depends on the person's perception, the environment they've been in, what's in their mind, experience which shapes their belief system, what they see.
We do not see with our eyes but rather we see with our brain.
This is what is mean "beauty is in the eye of the beholder."
