I have the tenth spot to draft in my 10 team PPR FFL. Do I take Luck and Rodgers in back to back drafts spots and hope for a big trade?

No,in such a small 1QB league that would be disastrous..
I tried to do that in a 16 team 2QB league & am still not getting takers on any of my 4 starting QBs,including Rodgers & Peyton.
There are even opponents without 2 starting QBs that will not deal with me.They are starting QBs such as Terrell Pryor,& Tim Tebow.LOL
In a 10 team 1QB league that is just not a good strategy,believe me.I have been doing this for 13 years.
Even in my 2QB league I took Calvin Johnson in round 2 to help my starting line up..Starting line ups are infinitely more important than benchwarmers,,,accept of course the kickers.

No. This is likely to backfire on you big time. You'll be trying to deal from a relative position of weakness. You need the trade more than the other owners do. The only time this might be worth thinking about is if your league plays two QBs every week and you won't get stuck with one of them on your bench every week.

No you need to get a elite RB and then QB. Such as lynch then Rodgers. Then at the 20,21 spot take Murray then a wr

If someone with a top 9 pick wanted Luck or Rodgers instead of the guy they chose... they'd take him. So I can't see how you'd expect to get one of them.
If you want a RB or WR that would get picked in the 2nd round... just pick him yourself.
Then again, maybe I'm assuming too much common sense for your league. I don't know who you play with.
