On my question why 3 prong devices don't work in my 3 prong outlet...?
If polarity is reversed should I just switch the black and white wires? See attached picture. According to the text on the outlet the black and white wires are already in the correct places..

The black appears to be connected to the right side (the side with the smaller blade), it just looks like this outlet has been exposed to water, if so you need to find a way to redirect the moisture.
If the polarity is reversed then you should back trace the toward the source to find the crossed connection.

First throw that outlet away it is damaged by water and replace it with a new one. A new outlet will show you where to put the black and white wires. the black line will have BLACK where it goes the white will have WHITE where the white goes. Both will go to the line side of the outlet if that is the only outlet on that line.

The wiring looks okay, but the receptacle is damaged and may be "leaking" enough current to trigger the GFCI safety circuit. Get a new one, trim and re-strip the wires, and install them the same way (obviously with power switched off at the branch circuit-breaker).

get an electrician to assist and advise == it costs much less for him than a new L-TOP ....
