There's a study that when some people experience a traumatic event, they stay stuck in that age mindset. If it happened at 3, they act like a toddler. If it happened at 13 they act like a 13 year old.
However, some people just can't take a hint that their immaturity isn't cute or funny anymore

yes some people that were very popular in high school can not get past that high. They just relive the glory days.
others due to accident are unable to mature
most common are those born with mental disorders.
