What reasons exist for MLB reinstating this unremorseful, unreformed reprobate, should that come to pass?

The only reasonable explanation for me would be if it was suddenly proved that Rose never bet on baseball.

Assuming Rose will then some day get into the HOF (hopefully, posthumously) it could stop some people from contiunually asking why Rose isn't in the Hall of Fame.

Tough question! I think he's suffered enough. There is/was no one who played the game with a greater passion and at such a high level for so many years. Did he gamble on baseball and his own team, definitely. Did he lie for years about it, definitely. Is he a bad person, I'm not so sure. Balance what he did against what other players have done. With the drugs and criminals running rampant through the pro leagues, his transgressions are hardly comparable. Reinstate him and put him on a leash.
