How could water be flowing on Mars?

Update:

The recent announcement on Mars indicated that water is flowing there. However, how could water be flowing on Mars? The Martian atmosphere is too thin to sustain water. So how could water flow there?

Update 2:

If water is flowing, this would also mean the water needs to be recycled to continue the flow. How does the water get recycled for the process be repeated?

    It can't.

    All they found is a wet patch containing toxic salts. Apparently some of the wetness seeps downhill in some places. That's hardly "flowing".

    water is not flowing you are very very lucky to find microscopic pieces of ice
