Can't Launch Steam , And Skype Logging In problem?

Steam Problem : Yesterday My Steam Was Fine And I Could Play My Steam Games But Now I Can't Even Launch Steam Whenever i click steam nothing happens i've tried changing compatibality and running it as administrator and end it in task manager but still nothing happens other non-steam games are fine and working

Skype Problem: My Skype Was Also working fine before 2 days but now whenever i try to connect it says "Skype can't connect" i have latest version of skype
