Which is easier to achieve to speak Tagalog fluently by learning from Eglish or vice versa?

Update:

By vice versa I mean to learn to speak English fluently by learning from Tagalog.

My Cousin and I went into a fight and we both mentioned at our lack of speaking one of the languages properly. He can't speak English properly and I don't speak Tagalog properly.

Update 2:

I have problems with the verb system in Tagalog and the Agglunation

He has problems with using and speaking the tenses in English properly as well as the use of the propositions, the articles and the vast vocabulary of english

So from the points that I said what do you think is harder to do.

    It completely depends on the person learning the language.

    An American moron trying to learn Tagalog will make no progress even after 10 years if he puts no effort into it.

    A Filipino B-student with a good ear for copying sounds and accents can learn good enough English to pass as an American with some effort after a few months.
