Is it possible for unconnected networks to share the same IP number?

For instance: can an identical IP number be assigned to unconnected devices, say, to someone in Atlanta and someone in Baltimore?

    ALL private IP addresses are duplicated many times around the world.

    yes.... there are 2 types of IP addresses (using the ipv4 standard)

    public

    and

    private

    public are all unique, only one public address per device

    private are special. they are unique ONLY in that particular network. so one private network can have the 192.168.1.3 address and a different one can use that same private address. Most (if not all) private networks use NAT which allows one public address to link to ALL the private address inside that network
