Were the Titans and Jaguars expected to be good when the league setup the schedules?

It's not what I expected I for a prime time game, but I will still watch it because they are on the race for the AFC South.

No. But the league puts division games on Thursdays, and this is a division game. The teams are combined 5-13, but the game could still be a good one. That's why the NFL likes to put all teams in prime time. That, and if you're a Titans fan or Jaguars fan not in the area, you'll need the NFL network.

The NFL usually tries to put every team on prime time at some point, which isn't hard with three primetime games a week.

That being said, it is a battle between Marcus Mariota and Blake Bortles which could lend to some intrigue as far as two young QB.

Jacksonville is one win behind a playoff spot, and Tennessee is two wins behind a playoff spot. With seven games remaining, anything could happen, similar to the NFC South last year being the ultimate clusterfuck but also having the most thrilling playoff race.

Each team is required to play 1 Thursday game. Last year Dallas had to play back to back Thursdays for some weird reason.

No, but it's not fair to make only the top teams play on Thursday night. Nobody likes playing on three days rest.

Of course not, that's why it's a Thursday Night game, and not Sunday Night game.

No, but it actually might be a pretty entertaining game.
