Not really with your true friends.
My rule is that: there are no rules. Go if you want to, but if you are too busy, then don't go. Of course, my philosophy may be different because I need to study for the MCAT (and my friends for their exams), so we only go when our schedules are compatible.
If you do keep canceling, they might question if you like them though. . .

I always dislike a change of plans, but it really depends on the plan and how much you need to be prepared for it, or if there is an important reason as to why you cancelled plans.
