No. There is a daily limit on how many questions you can ask daily; you can't ask more than your limit per day - even if you don't ask questions for a few days.
Also, it costs you 5 points every time you ask a question.

No as the limit is daily so if you ask 0 questions one day and again the next, the amount stays the same.
