If there were a simple answer to that question, I would get rich by selling it.
A #1 Google listing depends on many factors,such as how competitive the search term or phrase is. For example it may be relatively easy to rank for a obscure term such as "gobblygook", however ranking for a highly competitive term such as "insurance" would be next to impossible.
Google uses changing secret algorithms to rank pages based on things such as the relevancy of the page, the number and quality of incoming links, the age of the domain, etc.
Your best bet would be to do some research on "Keyword selection" and "SEO".

Like the other answerer said, it depends on many factors.
Nowadays, Google look for the quality content and make sure your website does have.
