Highest salaries and lowest living costs is contradicting, beside that salaries in GCC are paid regarding nationality, profession, experience, degree, etc. The highest living costs and the best salaries should be found in the UAE. The lowest living costs in Saudi, which doesn't mean that the salaries are lower as well.
When negotiating a salary, you have to keep the living costs of your home country in mind.
