Is this illegal or is it not?
Basically, I m 19 and where I live, you re legally allowed to be with someone who s 13-17 unless you re 21 and older. If my girlfriend is 16 and the age is 18 where she lives (in a different country), is this illegal? I m not breaking the law? But is she?

The only thing illegal is sexual contact. If she is in another country, obviously there is none.
I'd re-read the laws around you, there is nowhere in the US that a 20 year old having sex with a 13 year old is not at least a misdemeanor.

Yes, you both are, she is underage and cannot consent to anything,and if you have sex with her you are guilty of rape.
