How backwards is Kentucky?

This guy has 7 DUI's, multiple in the past 5 years, hit and run, evading police and he is still released after 1 day in the drunk tank.

    It is like that just about everywhere but no national background check to buy alcohol or cars. Could you imagine a guy being let out of jail 7 times on attempted murder convictions.

    Jails are full in many places and maybe their budget doesn't have enough money to keep drunks.
