Win 10 - Admin vs Non-Admin Account : share apps?

Update:

I did a fresh Win 10 install on a new ssd drive. I installed a bunch of apps from NiNight and a copy of "Handbreak". Then I decided to create a non-Admin account for daily use. It cannot see the programs installed with the Admin account. When I re-installed Handbreak, it still did not run until I logged out and then into the Admin account.

How do I run programs as the non-Admin user?
