Who determined how the letters on a "key-board" were to be placed ? Seems dumb to me !?

When they first made typewriters, little levers had to come up for each letter. The levers were pretty fast, but the designers separated the most common letters so that the levers wouldn't hit each other if they were pushed too fast.

That was the fastest layout on mechanical keyboards to allow easy access to the most required keys with the least chance of the levers locking together when typing fast.
