From a liberal's point of view, how do you identify someone who is racist?
Please, no brain-dead responses like, "there's an (R) beside their name".
Or "They're Trump supporters".

I go by what I consider the strict definition of racism. it's an ideology that holds race should determine who holds power and who doesn't
I'd consider what most people around here have is severe cases of racial prejudice and ignorance. but racism proper is built on exactly those foundations. the house was kind of knocked down, for the most part - racism has been seriously out of fashion for many years.
the foundations remain, throughout society, and it is not hard to see how they underlie a huge fraction of this society.
people who think you're as ignorant and prejudiced as they are, telling you n*gger jokes and expecting a laugh, is sort of a tip off. for example.
also, when trump clumsily and persistently insisted a "mexican" judge... who was born in this country... wasn't fit to preside over his trial because of his "heritage," his comrade ryan called that a textbook racist statement, and
by the definition I go by, ryan was right. though I'll cut trump some slack to the extent that, he probably has no idea what he's actually talking about most of the time.

It has become impossible to tell after they've expanded it to ridiculous levels, like saying eating lunch is racist, teaching yoga is racist, etc. They tend to base it on their feelings rather than an objective standard, and if they do have an objective standard, they only apply it to whites. At the same time, liberals actually believe they are completely free of any racism themselves - they would have you believe there are no racists (or other 'deplorables') anywhere in the Democratic party. It is just absurd!

I don't think I'm a liberal, but I would say that anyone who doesn't like a person, or makes assumptions about their intelligence, character, morals, personal life or really anything else based solely on their race, is a racist.

By that person's words and actions. That's all that should ever count. (You can't actually tell much about a person just by looking at them, you know.)
BTW, how do conservatives do that? I mean, if you're intent on labeling someone in the first place.

Racist symbolism, slang terms, and how they treat or identify minorities. Nowadays most racists wont be running around saying "niqqer niqqer niqqer" in the words of lee atwater. No, they will be talking about things like "states rights". Modern racism is coded, for the most part.
Racism and bigotry in simplest terms is judging somone based on a collectivist stereotype of their religion, skin color, or national origin.

Outside of a T-shirt, tattoo, or a big "R" branded on their forehead (R for racist, not Republican), I generally identify racists by disparaging remarks they make or attitudes against certain races.
Added: I notice you got answers from conservatives who pretend to know how liberals think and act.

People who say racist things are identified as racists. I'm not sure why that is so difficult to understand.
Edit: Cowardly little racists expect that attacking the people who call them out on their racism and bigotry will somehow give them free rein to continue their hate campaigns against minority groups. That is absolutely not going to work.
You can’t intimidate people into not calling you racists and bigots by your simple-minded and dishonest personal attacks. Get a clue.
The only way to stop being called a racist is to stop acting like one. It is really not so hard.
Claiming that you are being unjustly accused of being a racist is the current claim of the gutless little whiny racists and bigots. No sensible person is buying it.
People who are pretending that they don’t know what racism is or are whining that the term is used too broadly or that they are being unfairly labeled as racists by big bad mean liberals are disgusting, brazen, pusillanimous liars.
