    It is called "reversing the digits of the number".

    For a 2-digit number, the difference in value is 9 times the difference between the digits: 31 - 13 = 9*(3 - 1)

    If any number 'x' is of 'n' digits

    i.e. Number 'x' = n digits

    Then reverse of number 'x' is as given in below picture
