How do atheist feel about consciousness being a fundamental, rather than a derivative?

Is this about Max Planck's assertion that consciousness if fundamental and matter is derivative of consciousness?

Since when brain functions are impeded by drugs or trauma, consciousness ceases until such time that the effects of the drugs wear off or the brain recovers, I would say consciousness is derivative of the material and Planck didn't know wtf he was talking about.

Consciousness is too vague, nebulous, subjective, conceptual and abstract to be defined..
