The problem, imho, is the whole modern concept of government issued licences to wed. It's entirely illegitimate. In the days of many religious traditions, if a man wanted a wife, he would: go to the bride's father, make a contract, the groom & young woman would consummate, be considered we, and a party would ensue. Most required that the bride had attained to puberty before step 3.
So, sex is not a sin (in the bible) between two unmarried/unbetrothed heterosexual teenagers who aren't related. No, sex is a wedding. If that doesn't scare your kids into abstinence, nothing will.
Over the centuries, the rabbinic and papal authorities have created extreme layers of taboos and social stigmas that far exceed the scriptural precepts. It is to the point where some sects do not allow people to dance with the opposite gender, some do not dance at all. Some must avert their eyes if they see any other woman. Now, we're shamed for nursing publicly. smh

Well anything sexual done by teenagers without being married is a sin. It being illegal is if he/she is I think 3 years older than the other if one of yous is under the legal age

Sin is relative to your religion, for some its sinful too look or think about it.
The legalities also change with location, some states are strict on ages of the people involved others give more leeway when the are both close in age and its consensual.

As for sin, that depends on the religion.
As for sexually, depends on where they live and their ages. For example, if they are both under 18 in California, they can both go to jail for going past first base (below the neck). In other states, they could have full on sex - again depending on their ages.

It's a sin, period, according to most religions.
Google age of consent your state - but don't think of it in terms of legalities - think of it in terms of "am I ready for life to stop being about me when the kid gets here?"

Assuming your Christian, anything homosexual would be a sin. Penatrive sex would be a sin. But just about everything else (except rape) is okay. Hope this helps
