Part 1. The Greeks had four words describing different kinds of love. Here in John 13:34-35, this Love would identify his true followers today. It is the highest form of Live based on righteous principles.
Basically, it means never doing anything to cause harm to spiritual brothers and sisters. Practically, this means true Christians can never take part in any wars, racism or nationalism. Not only are these things going against God's arrangements, but also all could easily bring harm to spiritual brothers and sisters. Because as a practical matter, no one wears signs telling which religion they believe in.
Part 2. The reason for coming the first time was to provide a means to forgive inherited Adamic sin and a way to forgive other sins. He began his 2nd presence by ascending to the throne of God's heavenly Kingdom. Then, at God's perfect time, he leads the angelic armies into battle against Satan's wicked system to destroy all of it as well as all their human supporters.

There are things that God plans and there are things that God allows - both situations will be rectified and rewarded by him after death or while the person(s) is still alive.
