Yes it is cheating because if he had the chance to sleep with them, then he probably would. And your hunch is correct about him jerking off to these pics, because that's the whole point in asking for them in the first place. You need to bring this up to him, forget about how you found out.

Of course it's cheating. He showing his interest in other girls and he's showing intimacy towards those other girls. Get rid of him as soon as possible! You deserve better.
