SSDI and tax penalties for no health insurance?

Update:

There is a two year waiting period to have medicare.

Update 2:

Medicaid/ Medi cal is not available because person is now getting a bit over the limit of money each month to qualify for this program.

Update 3:

The Medicare 2 year waiting period was not given a reason when I called and talked to the Medicare people. He just said " it's congress" , but didn't know their reason. Was not a waiting list but a waiting period of time with no reason given.

Update 4:

The person who I'm asking this for is 36 year old relative, single , no children and no other income. For SSDI there is a 2 year waiting peroid unless under severe disability of certain kinds, don't think there is the 2 year period with SSI though.

I dont understand what your question is. To be enrolled in Medicare, you have to wait 24 months from your disabiity date. If you dont file a tax return you dont pay a tax penalty for not having health coverage. If you are waiting for Medicare to take effect and you are on SSI, that is welfare disabiity and most of the time if you qualify for that you qualify for Medi-Cal. If you have Medi-Cal you are exempt from Obamacare tax penalty.

The only way they can collect the penalty is by withholding it from any tax refund you have coming.
