does the ban on laptops apply to flights to cyprus?

    No. The restriction only applies to U.S. and U.K. bound flights affecting 10 airports from 8 countries in the Middle-East. See link below for further information.

    Bear in mind this is less of a "ban" and more of a "restriction" since people traveling from those airports can still bring those devices aboard stowed in checked baggage.

    No, not unless you connect in one of the affected airports like Istanbul. Even then it wouldn't affect the flight to Cyprus, but it would on a return to the US or UK.

    Electronics ban in carry on only applies to flights into the United States FROM 10 airports in the Middle East, North Africa and Turkey

    There is no ban on laptops within the EU, and Cyprus (the Greek part at least) belongs to it.
