Is God so powerful that he could make a rock so big and heavy he could not lift it?

A rock cannot be much larger than a planet otherwise it collapses under its own weight, nor does the term 'lift' continue to have any meaning at such sizes (lift from what?)

So according to the limits God himself set on the laws of physics in this universe, the thing you describe cannot be done.
